A person
technically is considered homeless if he, she, or they "lack a fixed,
regular, and adequate nighttime residence." The de-institutionalization of
patients from state psychiatric hospitals, supply-side economics policies of
Republican Ronald Reagan and ineffectiveness of programs/policies were factors
which exacerbated the homeless population.
